as I understand it, there will also be a referendum on the Nov 04 ballot to retract the law. at the time this law was passed, CAU was prohibited from advertising against the passage of the law. this prohibition has since been ruled invalid or unconstitutional. with a chronic shortage of jobs in the state (especially since this law was passed) and likely to get worse, the populace might now say they'd rather have the jobs (and taxes, etc.)
