Jim,

Re: if in state of war (on terrorism) then possible
could this be part of Patriot II ?

When the Patriot II was leaked in early February, the speculation was that the bill was to have been pushed through a frightened Congress in the aftermath of a new terrorist incident.

I believe that the 'leaker' took some wind out of Ashcroft's sails. However, Ashcroft has been lobbying Congress on certain aspects of Patriot II lately.

It's hard to say how real the chances are of a cancellation of the 2004 elections due to a national emergency. The only thing that we can be absolutely certain of is that the Dept. of Defense has certainly planned for this contingency.

That's the stuff we used to kick around in '70-'71; I'm not sure whether Nixon thought of that, but Watergate sort of negated the need for avoiding elections. The other difference is that then, the enemy was 10 thousand miles away. I know that a lot of us were paranoid enuf to at least speculate; I also know that a lot of our paranoia turns out to have been based on reality.

Now, with these guys, with an on-shore hidden enemy, who knows what is possible. I'd still say paranoia strikes deep, but maybe we are going to find out why the 2nd amendment really is in the constitution.
