There was some argument about dollar holdings abroad a while back.... whether there was a real 'market clearning' of the dollar, where they were really being accumulated because buyers 'liked America as an investment' or not... here's something from ISI: "We think of these as autonomous purchases because the flows are based not on the attractiveness of the securities as investments, but instead reflect macro policy decisions by foreign governments" DAK
