there are lot of GOP moderates, and other moderates, who are highly intelligent and can see through the spin. A lot have smart people are convinced that the Bush lies are a cover for a distateful but necessary agenda. This is one of Rove's great triumphs of propaganda, he lies boldly but layers the lies so that those who pay scant attention to current events see one set, those who intesively watch news perceive another, while those who see through both sets are divided between the outraged and those who think they can get on the personal gain bandwagon by playing along.
