What IS a permanent answer?

Perhaps nothing. Hopefully that isn't the case but its not like there are a bunch of easy solutions lying around on the ground waiting for people to pick them up.

The only answer is intermarriage. For the next fifty years, the only marriages allowed to either Jews or Palenstinians should be to a member of the other group. The Jewish members of the couples will make sure that the couple and their children have land and homes to live on to get out of the refugee camps, solving that problem. After two generations nobody will any longer consider themselves exclusively Jewish or Palenstinian, solving that problem. So ergo, no more reasons to fight, and the problem is solved.
