Not at all. Check out the growth in the Roaring 20's, between depressions. You'll see it's far flatter than during post WWII booms. And of course the downturns were far more severe too.

The Roaring 20's were the heyday of low tax, small government, Laissez-Faire economics. And they were poor compared to the post New Deal era.
