I definitely know that sending in the Peace Corps isn't going to stop the violence in the Sudan and the Congo.

Ironically, the main reason I don't put much faith in the ability of the Peace Corps to end conflict is you. Not that your intentions weren't good.

The percentage of sociopaths in any given society is probably never more than 5%. Some societies put them in prison, some societies let them rule every one else - or don't have what it takes to stop them from taking control. Congo and Sudan are in the latter category. Being nice to sociopaths, exerting social pressure and peer pressure, doesn't work.

I am not a fan of politicians, in general, but we here in the USA don't tend to elect genuine sociopaths. Megalomaniacs, egomaniacs, sure. But not genuine sociopaths.
