Yes. That was one of my points. My other point was that publicly voiced opinions may be judged as to their social propriety, and they may also be evaluated as to the degree to which they do (or do not) approximate the ethical and educational norms, standards, and values embraced by the larger society. It goes without saying that these judgments and assessments are "opinions". But when they are held in common force they may have the power to constrain objectionable behaviour. "Objectionable" is, of course, an opinion: in my general example, one widely held and reflective of the values of the general populace.
