I already answered that: to avoid our retaliation.......I never thought he would use them directly against our bases. He would use them to blackmail the countries on the Arabian peninsula, as we pulled out of the area; he would let terrorist use them to encourage us to pull out of the area, while preserving deniability; but he would not directly use them against us, for fear of our revenge.........
