This is just a thinly veiled attempt to raise the Graf Spee which was sunk at the mouth of the river during the war. Apparently the ship was carrying a payment of gold to Brazil in return for port access, and oil shipments to Germany. There is rumoured to be 25 tonnes of gold bricks aboard the pocket battle cruiser and it is in only 1000 feet of water.
