If I recall the events in Rwanda began pretty quickly, with the shooting down of a Presidential plane. The U.N. is designed to not respond quickly, that was never it's mission.

In Srebrenica is seem to remember that it was French and Dutch members of the U.N. going into the town without formal authorization from the U.N. council. The U.N. then began to pressure for an evacuation of the city and never lent full support to defending it. It was not the U.N.s finest hour.

It still pales to Junior's unprovoked attack this year. The U.N. may not have managed some campaigns well, but they never initiated an attack for oil profits like the necons and their Junior leader.
