It is a chain of events with several weak links.

1. Short term interest rates will remain low forever.

2. In this Fed-guaranteed low interest rate environment, the amount of asset backed securities and derivative exposure will somehow regulate itself.

3. The US government would never default on its implied or other obligations.

4. Foreigners will go on supporting these activities just to maintain their exports.

The reality is that 3. has already happened, more than once. Gold obligations.

Whether it's "money" being created or not, "promisary notes" are being issued at a record pace with no end in sight (see 2., above). One day, it all falls apart, maybe slowly, maybe quickly.
