Since many of the quotes go back to the Clinton administration, I'd say a good bit of the info came from there. But the Clinton and Bush administrations were in agreement on the nature of Iraq, the only difference was what to do about it in the post-9/11 environment.

Ouch, careful with that misleading "the people of the world", lets keep this
as a domestic angloamerican issue to avoid further media-dilemmas
outside the two-party-hemisphere and their pavlovian-skinner-media-dimension.
