I don't really understand this stuff but I think Fannie acts like any other company and it takes on debt to provide debt to refinance. That's what I meant by recycle. I don't see how this can create money as the money they recycle already exists in the system and Fannie just competes for it. Its business activity is therefore no more inflationary than when Exxon borrows if this is correct.
