That sounds like a scam. There should be no need to pay more.

One of the biggest problems is that most of the 50 State public utility commissions are firmly in the pockets of the big utilities... and they have fought the introduction of 'Net Metering' regulations.

Net Metering is the common sense approach of requiring the power wholesalers to buy power back from small producers (say: a homeowner with photoelectric cells on his garage roof), and the monopoly provider to install two-way electric meters to enable the transaction.

What is the incentive to invest in small distributed power projects, if you can't sell the power at any price?
