The guardian is a left wing rag, almost as bad as the NY
Times.

And claiming Iraq spent all that money for those mobile
hydrogen facilities is about as credible as claiming that
Clinton had budget surpluses while Federal debt increased.
There is no credible reason to waste tens of thousands of
dollars for a mobile hydrogen facility, let alone multiple
mobile facilities. None whatsoever. And why would the
Iraqi's have spent so much time & effort scrubbing these
hydrogen facilities completely?
