I think practically that many people can have relative peace in spite of injustice or unfairness. It depends on expectations and the value system one holds. Many people understand that injustice is an inevitable concommitant of daily life, and they just don't sweat it at certain levels.

Of course, there are many situations that can disturb a sense of peace that have nothing to do with how fairly others are treating us: poor health, hail destroying your crop, chronic back pain, gotta put new shingles on the roof and no cash--and so forth.
