The sanctions were put in place by the UNITED NATIONS, not with the US. Iraq signed the terms of surrender with the UNITED NATIONS as the counterparty, not the US. So if the "cease fire was null and void", it is the UN and only the UN who can decide to attack Iraq.

You may have noticed the UN refused to do so. So, your argument is void and the US invasion of Iraq was and is illegal.
