Maybe they've decided they have limited reserves of an unrenewable resource, and they feel it's good national policy to make those supplies last a longer number of years, and benefit future generations....

Well they are certainly convinced that they can get more money for it by constricting supply and I'm sure they are convinced like most are that they have a limited supply of something that will be needed in perpetuity. If I have to make a choice between betting that things will remain static and things will change....I'll go with change every time. The age of oil is getting long in the tooth.
