NATO only exists to be changed and reformed, maybe even under a
real threath of becoming something with only member, USA., as well
as the threath of starting another process of competing in who can
spend more militarily.

That is, this process has been going on for more than a decade, but it is
probably unnecessary to prepare for the worst possibilities, USA tends to
swing here and there with every other election.

That is, the "old european nations" who do not belong to NATO, have and
are waiting for this NATO reform process to proceed much further, with the
general consensus that there is yet no reason to decide to join.

That is, NATO still exists manly for "keeping Russia out, Germany divided
and USA in", although it recently changed more to "keeping europe divided"
