I think capitalism with a human face begins to look a lot like socialism. Our government, one of the largest employers, is really socialist- huge central authority, and it is ostensibly cooperative. So although I could agree with capitalism with a human face- if that human face is the government, I have to call it socialism to myself. :-)

I agree with all your safety net elements. We probably only disagree on what we would title our society. And who really cares what you call it? I would be happy to call it capitalism with a human face- for public consumption, if that was necessary.

That is what most of Western Europe does, actually.

They pay higher taxes, but crime, homeless people, etc are much lower. When the poor have at least the minimum income, housing, and healthcare, even the rich are happier.
