I've thought a lot about that. I would like politics to be some form of public service- but you'd have to have a way of screening out people who couldn't read, or think (although they obviously aren't being screened out now!). On the other hand, you institute tests and you raise a specter similar to poll tests (and remember those were still given in the 50's in the South). So, perhaps universal service, with a required training period, where you are taught the job, and then a defined term? Not that this is going to happen, but the system couldn't get much worse than it is now. imo

Twelve years in Congress - six terms in the House or two in the Senate. That's long enough to have experienced senior legislators but not long enough to become welded into the system.
