I know that is correct for Nasdaq, but I don't think the NYSE has to honor best price unless the specialist's OFFER price gets to my bid. In other word, if the specialist's market is $20.23 at $20.27 and I have a buy order in at $20.24, I think (but am not sure) that he can accept all the market sell orders he wants at his $20.23 bid and not fill me until his own offer gets to $20.24.

I'm not sure about that however, but that is how it was explained to me in disputes with the same broker years ago.
