Lay all of that aside. According to the prevailing international law, Israel is indisputably a national state. It is allowed to determine for itself the conditions of immigration or claims to repatriation. Given the communal hostility existing between the Palestinian refugees and the Israeli Jews, it is not possible to repatriate the refugees wholesale, the security concern is too great. Given the NAZI attempt to destroy the Jews as a people, which was practically foreseen by Herzl, I suppose Israel may be forgiven for wanting to provide a haven for the remnant of Jews in the world, rather than becoming just another state open to all immigrants.
