This doesn't answer the question. Fannie is not a reserve bank. It may be leveraging its balance sheet and it may be crowding some participants out of the bond market and it may be providing the ability for individuals to leverage their home equity but this doesn't mean it is creating money like a bank can do with accommodation from the Fed. They are quite different.
