Go to Start, Settings, Control Panel, Double click Network and dialup connections, right click Local Area Connection, select Properties. You'll see a window and in the list of items you should see a box to check for File and Print Sharing for Microsoft Networks. Check the box and close the window. It may tell you to reboot.

To share a file, right click on it and select Sharing. Check Share this file and you will be given some options on sharing levels and permissions.

Once File and Print Sharing is turned on, the computer should show up on your network and you'll be able to access the files you've selected to share.
