The Houston GOP is the one who used energy as a political weapon. At the time, Gray Davis was expected to be the strongest contender in 2004. They not only wanted gouged profits and a cash-grab from California to Texas, but wanted to blind-side Davis. Despite what the anti-Davis crowd says, he is a highly experienced and successful leader, a moderate and a Bronze Star winning war hero.
