"Legislative will" is the result of votes, aka democracy. I don't dismiss the desire of Jews to return to Israel, qua desire, but I don't give it any legal weight. No matter how much you want a Porsche you have to buy one. In my case it's a sky blue BMW Z3 convertible with tan interior and a tan top. I can dream all I want but dreaming doesn't make it mine. More's the pity. Neither does cargo cult. I know you're conversant with cargo cult. No matter how much you visualize whirled peas, they stubbornly refuse to materialize.
