I don't speak Arabic so haven't verified personally Arafat's calls for such behavior, but this has been pointed out enough times, even by Palestinians who are opposed to this failed strategy (who have remarked "Does anyone really think there are no Jews who speak Arabic ?") that it is almost certainly true. Moreover, the permanent France 2 Mideast correspondent, Charles Enderlin, has reported statements by Camp David negotiators he has interviewed that Palestinians have to stop educating their children to kill Jews, with maps where Israel doesn't even exist. This was alongside the fundamental requirement that Palestinians have some kind of economic future, which shows how important these two issues really are if peace is ever to be taken seriously.
