Seems to me that since productivity is the ratio of GDP per person employed the most direct way of increasing productivity is to lay off workers. Since presumably industry will keep the most productive workers and they will pick up some of the slack so the productivity ratio is bound to increase. That is way productivity normally increases during resessionary times.
