Yes, but likely not all of it. Think of the portion you pay OP as the benefit of not getting an injection from a stranger in a butcher's gown holding a triple-short espresso in one hand and a cigarette in the other.

The real $ issue will be if people have to pay the Dr. for an office visit. Or have to wait in the office etc. Pharmacies are the way to go.

No. The benefit was highly significant protective immunity from lab challenge and community based trials in thousands of patients

Maybe you are confusing this with some other drug (VPHM's failed pleconaril maybe?). Flumist is a highly effective nasal flu vaccine.
