I was using it as an analogy to McCarthy's tactics. Although catching criminals is an admirable goal, we have laws that protect citizens from overzealous government agencies (although Ashcroft would like to see those constraints removed).

In the book, the law was swift, but not sure. It showed that unless the law is accompanied by justice, it is in itself criminal.

Is that clearer?
