Exactly, this is one of the essence of MaoZeDong's guerrila war theory.

2-4 Billion is not much compared to the trillions of oil reserve in Iraq. The only problem is that Iraqi people think those oil belongs to themselves, not the US. It would not be difficult to sabbotage the pipeline, and that is what they are doing now. "Since we cannot have the oil, we do not let you have them either".
