Time magazine, quoting an unnamed close aide, reports this week that Powell plans to step down at the end of Bush's first term but won't resign over policy differences on Iraq.

Asked about the report, State Department spokesman Richard Boucher said Powell has ''no particular plans. He serves at the pleasure of the president, however long or short that should be.''

When Powell, 65, took the job at State, friends suggested he was likely to stay only one term. But aides say he has said in recent days that he has made no such decision.
