Issa and Recallers are desperate now and spinning hard. They've been totally exaggerating as they try to make Davis out to be the devil. But what they really know is that the White House is no longer keen on the recall, believes it may backfire against Republicans for many years to come on the west coast, and believes a weakened Davis may be better than a strong Bustamante (the most like Dem to replace Davis if he resigns) who can rally Hispanics across the country to reject the GOP. Also, any Republican that replaces Davis would have the same tough and unpopulr decisions to make that Davis does now.
