Most, the vast majority of Iraqis, don't need to be "pacified" anyhow. The Shiites who're are itchy and prone to violence can mostly be negotiated with and the Baathists who're still fighting - well, do you think they're going to get big time support outside the Tikrit area?

Depends on how politically adroit the US is in Iraq.

The objective of the US is to have regime change and achieve a non-fascist, preferably democratic, prosperous Iraq, that's not threatening its neighbours.

The US has partially achieved its aims. Have to see how the rest falls out.

I think it's a risky enterprise. Like with most important things there's always the risk of failure but it's too soon to conclude, as you do, the US's Iraq venture is a failure.
