Various web sites display that message your seeing. They all have the same explanation..

The suggestion is you were recently on the internet looking at a site. Perhaps if you go back to it you can indeed "resend the information" and clear the fault.

What does it mean when I get this message when I want to refresh: "The page cannot be refreshed without resending the information. Click Retry to send the information again, or click Cancel to return to the page that you were trying to view."

This message is somewhat tricky because it states that it will re-send information, whether or not you filled anything out. This is because many websites have something called "hidden fields," which the user cannot see. These fields hold dynamic values that are used throughout the site. An example on the Basketware.com website would be selecting a new item in the product database. That selection needs to be passed back to the webserver so that it can be stored. In order to reload/refresh the page, the information must be re-sent to the server. Please click "retry," and the reload/refresh process will complete, and bring you to the requested page

This happens when you have filled out a form (which uses post method), submited it and then try to refresh the page. There really isn't way around this other then re-typing url, but then you will not get your form info there.

I would clear my cache (internet explorer/tools/internet options/ delete temporay internet files) and reboot. If the problem persists tell us what email program you are using.
