The rhetoric and buzzwords get a little confusing, but what Rice is condeming is a system of checks and balances, the foundation of American freedoms. She argues that there must be just one international superpower and the rest of the world will like it's policies or lump them. This is the essence of a worldwide fascist state. In case there was any doubt what the neocon agenda really is.
