Since you marked the post, can't you provide a link.
I always like to re-read and savor the context.

Right now the peace-keeping is going bad enough to save Junior from even worse disasters. The security situation in Iraq is requiring a much larger military presence than Junior planned and that doesn't leave him with enough force to invade Iran and Syria.
