You may adduce whatever you want, of course, and I'm certainly impressed by your Buckleyesque pseudo-erudition. What would seem to be the major obvious difference between Japan and Iraq would be the sometimes much ballyhooed "civil society" element. Then there's the issue of when, exactly, Japan actually emerged from single-party rule, but that's another story.
