Mr. Mo,
First, I don't see the difference in competition allowed on the Internet verses competition allowed anywhere else, the laws are basically the same for both. For example, if I wanted to launch a new search engine to compete against the search engine used by Yahoo!, could Yahoo! prevent me from using it, or from buying advertisements for it, or somehow prevent their own customers from accessing my search engine? Why should eBay be allowed to force their customers to only use their own proprietary method of payment?

Second, I don't believe that it is necessary for the "match up of two individuals that both happen to be existing CheckFree customers". If an auction seller has that little red "click to pay with >> CheckFree" logo button, a buyer could register and pay without having to be an existing CheckFree customer. This could have the cumulative effect of adding new CheckFree customers as well as increasing the number of transactions at the same time.

Third, yes, CheckFree does have a Pay Anyone service and this new auction payment service does not alter that capability.
