Saddam wasn't in compliance in his international agreements regarding WMD's for over 10 years. When negotiation and international pressure doesn't work, when a blockade doesn't work, when an air campaign (war) doesn't work, when actually putting ground troops on ships and sending them to the mid east doesn't work, what are you left with? Face it, the Clinton Administration tried everything short of invasion (for eight years), and none of it brought Saddam into compliance regarding his international agreements on WMDs. Do you suggest the Bush Administration, repeat the cycle?
