LOL Will not be long before they can fire someone for thinking about it.azcentral.com College chancellor often ogled women, staffers say Fred Gaskin Gaskin stared at breasts, termination letter alleges Bill Hart The Arizona Republic Jul. 1, 2003 12:00 AM Maricopa County Community College District Chancellor Fred Gaskin routinely stared at women's breasts, "undressed" women with his eyes and purposely brushed up against them, according to faculty and staff complaints released Monday. In addition, Gaskin has been "abusive," "arrogant" and "demeaning," said high-level staffers at several of the district's 10 campuses. These explosive claims were contained in a letter of termination issued Monday by the five-member governing board of the community college district, the nation's largest. The letter, released after a board meeting, was the latest step in the process of firing Gaskin, who abruptly took leave from his $235,000 job following a May performance review. The letter was issued by the same board that last year gave Gaskin a glowing review, a $28,000 raise and a two-year contract extension. Although similar concerns about his behavior were raised in the 2002 review, Gaskin still received a score of 4.3 out of a possible 5, with one board member noting, "I like your style." This year Gaskin received a score of 2.59. The board hired Gaskin in 2000 despite knowing that he had resigned as president of Moraine Valley Community College in Illinois in 1990 after its board investigated allegations against him that reportedly concerned financial affairs. That college paid him a $150,000 settlement. The Maricopa County college board apparently accepted Gaskin's contention that the Illinois allegations were "absolutely all unfounded." Board members declined to comment Monday. A call to Gaskin's home was not returned. Gaskin has declined any comment since his departure in May. In Monday's letter, the board wrote that it "unanimously agrees the decision to terminate your employment was warranted based on its concerns about your personal conduct." The complaints noted in the letter include: • "Over a dozen women, including faculty and staff from various campuses, have informed the board that you stare at their breasts." • "You look them up and down from head to toe." • "One woman has confided that you have never looked her in the face and have continuously stared at her breasts during conversations." This woman said she changed her clothing style to avoid Gaskin's attentions. • While sitting with faculty and students at a February conference during which he reportedly "drank to excess," the chancellor is said to have "loudly remarked that (he) wished (he) were sitting at a different table because of the attractive women at the other table. In referring to these attractive women, (he) also used a derogatory term." • "A female CEO of a company that supports the district also . . . believes that you stare at her breasts and buttocks." • "Many high-level individuals on six different campuses believe that you are 'abusive,' 'arrogant,' 'demeaning,' and 'belittling.' " The letter said Gaskin's conduct violated several district policies and possibly exposed the district to lawsuits. Similar complaints were contained in Gaskin's May performance review, which the board released on June 17. That release came after weeks of speculation throughout the system, as board members and Gaskin refused to say anything about the chancellor's sudden departure. Among the concerns raised in Gaskin's 2002 review, one board member wrote that "Women have commented that they feel uncomfortable when around the chancellor because of the way he looks at them with his up-and-down glances and his stares at the upper part of the body." Monday's letter does not end the process. Lawyers for the district have been negotiating with Gaskin, who could be paid several hundred thousand dollars to cancel the remaining three years of his contract. Executive Vice Chancellor Rufus Glasper has been named acting chancellor.
