THIS IS HILARIOUS!!!!! What an internally conflicted policy! He wanted to slap down any country which hasn't exempted us from ICC coverage (it only applies to those countries who ratify it anyway <G>)... but he didn't have the courage of his convictions! Somehow, these guys get a waiver: Albania, Afghanistan, Bolivia, Bosnia, Botswana, Democratic Republic of the Congo, Djibouti, East Timor, Gabon, Gambia, Ghana, Honduras, Macedonia, Mauritius, Mongolia, Nigeria, Panama, Romania, Senegal, Sierra Leone, Tajikistan and Uganda. (Guess he really DOESN'T want to cut off his nose to spite his face :)
