I would be so bold to assume NASA was willing to err on the side of faster foam speeds for the testing, but that is just pure opinion on my part... In any case it would be better to have a somewhat faster speed than slower speed in the test for safety reasons alone, if they wish to design their way around similar problems in the future.
Do I remember Challenger? Too clearly most unfortunately, and I even remember the bag of Cheez Doodles I was consuming when it blew apart...
