Providing students with test answers, repeating the same test until at least half the class passes and open-book tests are standard practice in many public schools. Don't blame GW for the failure of the public school system in this country. We spend more on each child than many other countries but get sub-standard results for the money. If he found a way for Texas children to learn something while he was Governor, that was a major accomplishment.
