His first accusation about Congress passing a bill without knowing its contents is a serious indictment of the Congresscritters that did it. Even if the WH was screaming "NATIONAL SECURITY!" and accusing Congressmen of disloyalty who opposed the bill, Congress should have replied that it had an unquestionable responsibility to know what it was passing. And that the President had plenty of short-term emergency power to handle anything in the meantime.

And the second is mostly likely based on 20-20 hindsight regarding rumors and innuendoes in what was actually a very murky situation.
