Yeah, you're right. He hedged his bets on that one. However drop the "combat" and you still have major operations ongoing and a war that's far from finished.

Are there Iraqi divisions lined up ready to fight American divisions? No. The major war is over, Hussein is not in power and he correctly said so. Now you have to deal with the leftovers.

Leftovers can be killer particularly if they've been sitting in the sun too long.

The leftovers being a smattering of loyalists resorting to terrorist tactics. So the war on terror goes on. Maybe that was the war you were refering to.

The original war has never ended and the opposition is more than some B'athists loyalists. The Shiites are presenting problems as well.
