I still think there's a better chance of getting intellectual and any other kind of integrity out of someone who does not need to campaign for votes to keep his job. Not a great chance, perhaps, but a better one. Perhaps it's my background in an environment where people effectively can't be fired. There can be a down side to that, but there can be an up side, too. I've seen remarkable acts of class and courage from people whose jobs are secure and who could get away with most anything but who take pride in what they do. Security makes it easier to do both the wrong and the right thing. Politics makes it almost impossible to do the right thing. IMO.
