Why do you think that is? A state can't legally stop immigration from another state.

even if they doubled taxes California would probably still grow.
Let's see, that's 18.6% state income tax and 16 1/2% sales tax.

Once you live here you can't leave.
Then we add on Federal taxes. At a 65% or 70% tax rate, I can leave.

Alternately, the best climate on the planet is a record held by Guadalahara, Mexico. As far as I know. But that doesn't make for a liveable community in the days of overpopulation.
